I think an annualized mileage cost, or AMC, would be a better guage of performance. Assume 12K miles, (6K city, 6K highway, and 1K hours at idle for bumper-to-bumper traffic), and develop a cost equation based on current energy prices.

EXACTLY! Cost issues are more important (and more easily understood) than strict energy measurements. A smart window sticker would offer both (though the energy measurement should not be in MPG).
